Infrastructure & Groundworks

We were contracted to upgrade some of the existing surface water infrastructure in Shoreham-by-Sea, West Sussex.

The work involved the construction of a new surface water pumping station, alterations to surface water drainage channels and flood defences along with earthworks for new access roads.

Working in a challenging location

The location of the site threw in some unique challenges as we were sandwiched between the River Adur to the east, the A27 to the north and Brighton City Airport to the south and west. We were also working next to the Adur estuary SSSI and several WWII defence structures, all of which required careful protection.

What we did

We constructed a 300m temporary road to divert an access road around the main works area,  enlarged, realigned and re-profiled existing surface water channels, realigned flood defences to provide additional salt marsh habitat, installed tubular bearing piles for the new pumping station, installed a well-point dewatering system and excavated for the new pumping station inlet works.

The pumping station itself within the flood embankment contained 3 new Archimedes screw pumps. We installed CFA piles to support the concrete structure and the screws and finished it with timber cladding for the aesthetic appearance, helping it to blend into its surroundings.

As Principal Contractor, we co-ordinated this multi-faceted, high profile project to construct the 162m observation tower, with observation pod, situated at the shore end of Brighton’s West Pier.

Along with the tower itself, the scheme also improved significant areas of the seafront and promenade including hard landscaping, soft landscaping, public seating, new beach access steps and a lift from the road to the lower beach level.

We constructed a visitor centre, café, entrance kiosk that matched the Victorian architectural style in keeping the existing heritage setting and made the entire public realm area inclusive for all, with wheelchair accessibility.

Mackley was directly responsible for the major civils elements of the project, including the massive foundation excavated within Brighton beach, supported by a boundary of CFA piles down into the chalk bedrock.

Critical Precision Engineering

The excavation for the tower foundation required CFA piled perimeter reinforcement and six 16m deep wells to keep it dry and stable in the shingle beach. We placed over 200t of steel reinforcement and the precision engineered tower base, before planning and executing two 12 hour concrete pours. The logistics for this operation were complex and required co-ordination with local police and multiple batching plants to maintain a continuous supply of concrete lorries.

Collaboration and Client Support

Our ‘One Tower One Team’ ethos helped this project become an excellent example of collaborative working. An international team of 3 other major contractors and numerous supply chain partners  needed to work together to achieve a successful outcome, so specific Integration Managers were tasked with coordinating the most complex elements. We also supported the client with value engineering, risk reduction and regular liaison with Brighton & Hove City Council.

Protecting Southern Water Assets

One critical task was to divert the major sewer under the promenade to make space for the tower foundation, all while making sure the sewer remained operational and preventing any damage to the several water mains elsewhere. To do this, we worked very closely with Southern Water to develop the diversion method and wider protection measures.

Public / Stakeholder Interaction

We needed to keep the beach open throughout and considering that it’s one of the most popular beaches in the UK, public safety was paramount. We also needed to make sure that local stakeholders were not impacted by our work, so we produced a specific stakeholder plan which managed the requirements of retailers, hotels and restaurants close to the works. Our hoarding was decorated by local graffiti artists and we supported many public events.

Achieving tight deadlines through teamwork

Mackley was part of the team constructing a new base for Sir Ben Ainslie’s 2017 Americas Cup HQ. The work had to be completed to a strict timetable to meet the 2017 Americas Cup. Excellent collaboration with the Client, designers and multiple other contractors, with 24 hour working, allowed us to accelerate progress and complete the works within Sir Ben Ainslie’s deadline.

Media and community

The project was in the public spotlight and Mackley team was introduced to the then Prime Minister, David Cameron, and the then Duchess of Cambridge when they visited site.

Local school children visited the site and colourfully decorated the boarding around the development. Once completed, the public was able to walk all around the racing facility and see the boats being built.

Mackley was engaged as Principal Contractor by the RNLI to construct the groundworks and base for a new lifeboat station at Wells-next-the-Sea on the Norfolk coast. Mackley constructed the civils elements and infrastructure, and worked in partnership with Reside Construction who built and fitted out the new lifeboat station building.

Close coordination to allow life-saving activities

We needed to complete our works without impacting the crucial work the RNLI crew were doing from their existing station. We stayed in close contact, coordinated our deliveries, and made sure our compound and access routes did not delay or prevent them from their rescue operations.

Public safety on open beaches

The new station was next to a popular tourist beach, with a busy carpark and local café, so our team was careful to keep the public at a safe distance from our construction site. We built a separate pedestrian walkway past our works and down onto the beach and made sure our working area was clearly coned off during the ramp installation. We also coordinated our logistics and arranged for materials to be delivered in bulk by sea so that the access road was kept clear of delivery vehicles.


Our elements of the work included:

  • The installation of tube piles and concrete deck for an all-tide access ramp.
  • Diverting an overhead BT cable so our piling rig could get to the area safely.
  • Construction of the outer end of the ramp was only possible at low tide, which meant each shift, we needed to excavate the ramp’s footprint, complete the work for that day/night and then fill in the excavation again, so no large excavations were left open.
  • Building the foundation by driving a perimeter of AZ 38 sheet piles around the curtilage along with 47 tube piles as a foundation of the lifeboat station.
  • Facing the AZ piles with timber breastwork to create a high aesthetic finish.
  • Raising the ground level within the AZ piled perimeter with material supplied by the Port of Wells.
  • Constructing the concrete floor slab and network of service ducts.

Demonstrating technical engineering expertise

The ground conditions were tricky so installing the large AZ piles showed real technical expertise. To stop the piles from flexing and buckling during installation we fabricated a bespoke piling gate which meant they could be driven as a panel, giving additional stability.
